Frank Betley

     Frank M. Betley is president and CEO of Continental Cooperative Services (CCS), an alliance of power supply cooperatives serving electric cooperative distribution systems in Illinois, Pennsylvania and New Jersey, and the Pennsylvania Rural Electric Association (PREA), a statewide service organization. He is responsible for all matters concerning these organizations.

     Before joining PREA/CCS in 1989, Betley served as manager of energy systems planning at Potomac Electric Power Company in Washington, D.C. His responsibilities there included the integrated resource planning process, which resulted in development of the company's biennial energy plan. He has also worked with the Palo Alto, California, municipal utility - part of the Northern California Power Agency - where his primary responsibilities included demand-side and supply-side planning, cogeneration and alternative resource development, and the negotiation of power supply contracts and associated transmission agreements.

     Betley has served as chairman of the Institute for Electrical and Electronic Engineers (IEEE) System Planning Subcommittee and the American Public Power Association Energy Services Planning Committee. He has been a guest lecturer at Stanford University and George Washington University.

     Betley earned his bachelor's and master's degrees in engineering from the Cornell University College of Engineering in Ithaca, New York, and a master's of business administration from San Francisco State University.
